Replace skip hot route calls with on chain router

Background

Follow on to https://github.com/osmosis-labs/osmosis/issues/8235

Once the on chain router is created / merged / tested, we should remove all calls to skip hot routes (except for in the protorev module itself) and replace it with the on chain router query.
