[EPIC]: Uptime Incentives Tracking Issue

Overview

This is a tracking issue for all changes necessary to enable uptime-based incentives on our CL pools. Tradeoffs were taken with the core two priorities being minimizing additional attack surface and minimizing implementation complexity/scope. Thus, high priority was placed on avoiding refactors of large components of our gauge logic and related abstractions.
