[Validator] landuse and buildings in way

I've finished with this validator which is in inconslandusebuilding branch.

Found some interesting cases, which based on wiki I think should be together, but as community used to reply, there's no documentation to avoid this mix:

• landuse=farmyard + building=*, since landuse=farmyard is a bunch of buildings in country side
• landuse=construction + building=*, since landuse=construction is a bunch of building under contruction
• landuse=industrial + building=industrial, since landuse=industrial it's for surrounding industrial area
