Collapse services sections (take-away, delivery) when not used

Services sections (take-away, delivery and drive-through) takes up a lot of screen real estate. They should only appear when relevant to the current business.

• Only open section when user sets toggle to service="yes".
• Create standard layout for take-away, delivery and drive-through services
  • Opening hours (opening_hours control)
  • Service Notes (textarea)
  • Split out fees into separate control according to fee or charge keys.
  • Simplify labels to reduce the need for unique translations
  • Include section in each service to allow for addition of covid19 (or other special medical situation) instructions.

There has been push to get rid of Covi19 related tags. The rationale is that most regions don't feel need for the subtag anymore. If no one is using them I would suggest we remove them as well.
