Most were mapped by a self-described employee of the USO, who has been mapping USO locations exclusively.

The USO has a webpage that describes USO centers. They do offer Internet access, but they aren’t purely Internet cafés. They are social facilities in a sense, but they’d probably need new social_facility=* and social_facility:for=* values, because the existing values don’t seem to fit. amenity=community_centre might be another option. The smaller USOs at airports are reminiscent of airport lounges, which have no established tagging yet: #3541.
