Texas layers no longer work in iD

Was #2565

TX: Dallas and Fort Worth Imagery 2015 (does not or) no longer works in iD. Instead shows black background.

tile url complains about invalid parameter in LAYERS.

Attribution URL has changed (added ?c=) https://data.tnris.org/collection/?c=1849447b-4f62-4318-81d3-9fef9c31482c

tile URL has possibly changed to https://imagery.geographic.texas.gov/server/services/StratMap/StratMap15_NCCIR_12in_NGA_Dallas_FtWorth/ImageServer/WMSServer (there are also s3 links)

Other Texas layers should also be checked if they still need changing.
