Cannot send PR due to unreachable layer

The check gives error in case the layer is unreachable. ERROR:root:No zoom level reachable. (Tested: 12,13,14,15,16,17,18,19) Tiles might not be present at tested location

While this might seem to be a good idea and a useful check generally, in our case it prevents us from deprecating the said layer right because of availability problems. E.g., removing the "best" attribute, or making it "category": "historicphoto". Or simply from correcting grammar/attribution/etc. errors that has nothing to do with the layer itself.

In our case the "Balaton 2010" layer has issues - again - but this is the "best" layer selected by iD Editor around Lake Balaton (Hungary) resulting in a black window.
