Rennes metropole imagery updates

This pull request was first to add the latest 2021 orthophotograhy. But finally renaming some things to clarify providers (OSM FR / Rennes Métropole) and to anticipate future products.

Please note that I put GeoWebCache TMS URL with {-z} because it is that way that works in the ID editor.
