Maintaining a list of ELI consumers to include into discussion related to schema changes

Ideally, there are not many changes to ELI's schema. But if there are, it would be good to discuss them with all consumers beforehand. To facilitate this, it would be good to maintain a list with people to include in discussions, such as e.g. the change of how mulitpolygons are encoded https://github.com/osmlab/editor-layer-index/pull/857.
