Add Warsaw, Poland 2021 Orthophotomap

I went through their license and unfortunately, they require that we notify them when using their maps

1. Osoby fizyczne, osoby prawne i jednostki organizacyjne nieposiadające osobowości prawnej wykorzystujące informację publiczną lub każdą jej część, będącą w posiadaniu Biura Geodezji i Katastru, niezależnie do sposobu jej utrwalenia (w postaci papierowej lub elektronicznej), w celach komercyjnych lub niekomercyjnych, zobowiązane są do:

• poinformowania o źródle pozyskania informacji; ✅
• poinformowania o czasie wytworzenia informacji przez Biuro Geodezji i Katastru; ✅
• poinformowania o czasie pozyskania przez siebie informacji; ❌
• poinformowania o nazwisku, imieniu lub pseudonimie twórcy lub artysty wykonawcy, jeżeli materiał ma cechy utworu lub przedmiotu praw pokrewnych w rozumieniu przepisów ustawy z dnia 4 lutego 1994 r. o prawie autorskim i prawach pokrewnych lub stanowi bazę danych w rozumieniu przepisów ustawy z dnia 27 lipca 2001 r. o ochronie baz danych i autor jest podawany w materiałach BGiK; ❓
• poinformowania Biura Geodezji i Katastru o fakcie przetworzenia informacji publicznej na adres [email protected] ❌
• poinformowania odbiorców przetworzonej informacji publicznej o fakcie, że została ona przetworzona oraz o zakresie tego przetworzenia; ✅
• korzystania z dostępu do informacji publicznej w sposób niezakłócający dostępu innym użytkownikom, w przypadku stwierdzenia nadmiernego lub przewlekłego w czasie korzystania z informacji publicznej, dostęp może być ograniczony, przerwany lub zablokowany ✅

As such we would need a waiver (https://github.com/osmlab/editor-layer-index/blob/gh-pages/FAQ.md#what-imagery-licenses-are-compatible-with-this-index) or have them change the license to something like Creative Commons

@starsep could you try solving the license challenge?

I sent an email regarding license. This imagery has been included in Poland-wide High Resolution Geoportal layer. But license challenge should be resolved anyway, as next year the situation will likely be the same: the best imagery for Warsaw available only through city's WMS for few months.

I am sorry I haven't responded previously, I totally forgot about it.

I got such response in Polish:

Wykorzystanie miejskiego fotoplanu jako podkładu do tworzenia OpenStreetMap nie wymaga każdorazowego poinformowania. Wystarczy jedna zbiorcza informacja. Urząd m.st. Warszawy w swoich zbiorach posiada zarówno Fotoplany jak i Ortofotomapę. Najnowszym materiałem jest fotoplan z 2021 r. Nie posiadamy ortofotomapy z 2021 roku. W sprawach związanych z orotfotomapą, która została włączona do ogólnopolskiego Geoportalu, prosimy kierować zapytania do Głównego Urzędu Geodezji i Kartografii.

Translation:

Using city's photoplan as a baselayer for contributing to OpenStreetMap doesn't require informing every time. It is enough to provide one summary information. Office of Warsaw has both photoplans and orthophotomap. Latest source is photoplan from 2021. We don't have orthophotmap from 2021. Regarding orthophotomap which has been included into national Geoportal, please ask Head Office of Geodesy and Cartography.

To be honest I don't have much incentive to push them because this imagery gets included after few months in Geoportal High Resolution for Poland.

Warsaw has photos from 2022 already

This PR is outdated. There is newer orthophotomap of Warsaw in Geoportal
