Separate image definitions from code

Nils proposed to create a separate repository for the image definitions. This way it would be possible to consume newer image definitions without doing a openstack-image-manager release. At the moment we have to do a openstack-image-manager release to be able to use newer image definitions inside running OSISM manager environments.
