Support for PowerPC architecture

At least the CMakefile "-mno-avx2" would need updating to support a different architecture (not x86_64) to support Power9/10 architecture. There quite powerful systems (HPC) running on IBM architectures and it would be good to be helpful to run PyMatching on those.
