SSP generation: Add TOC /README.md other niceties for UX.

Issue description / feature objectives

Today the SSP generation workflow has no 'nice to haves' which make editing for non git experts easier (presuming the documentation is hosted in github/gitlab/bitbucket or similar).

  • Readme.md to insert a TOC for the groups.
  • A top level TOC for each of the groups.
  • Return to home links.
  • Edit links (github specific most likely)..
