Issue description / feature objectives

Today SSP's are consumed in word document format. To facilitate working with organisations not 'onboard' with OSCAL there needs to be an OSCAL ssp -> word template workflow.

Here the anchor workflow would be based on the Fedramp workflow.

This has the following implications:

1. A particular set of properties will be required for fedramp structured data.
2. An approach to compressing 'by-components' data into a cohesive response.
3. Creating an approach where users are able to create their own templates.

Templates imply not only the structured documents provided by FedRAMP or similar, but also markup data required to enable easier automation.
