feat: trestle task synthesize-cd

Issue description / feature objectives

From a component-definition.json + mapping-collection.json produce a new standard format component-definition.csv, which can then be turned into OSCAL via trestle task csv-to-oscsl-cd.

Caveats / Assumptions

Depends on unreleased NIST OSCAL mapping-collection schema, and thus cannot be delivered to develop/main.
