Issue description / feature objectives

Currently when parts are added via catalog-assemble there is no assignment of namespace to either the standard parts, statement, objective, guidance nor to custom added 'sections'. They should all have an appropriate namespace assigned per the OSCAL specification for controls. This may also apply to other author tools where parts are added, such as profile-assemble.
