I think we recently gained the ability to configure these menus, cc @bcl?

No, the menus are embedded in the osbuild stage, all I did was add a switch to turn on the FIPS menu. But we could add another switch for the test menu, although that will get complicated with the other PR I have in the wings (waiting for the fips one) that allows you to set the default menu -- which is supposed to be the test menu.

I'd also ask why it isn't working? It's a really good idea to test iso/flash media so maybe fixing whatever is wrong is a better path than turning it off.
