ircv3 chathistory support

It would be great to implement that extension, to be able to query the bouncer backlog from tiny https://ircv3.net/specs/extensions/chathistory

This seems possible to implement. I think some of these experimental features could exist on an experimental build of tiny. I am not sure if @osa1 is interested in doing this for the project though. If we had this we could also "beta test" features that may not be fully reviewed, stable or desired by all user (ex. DCC).

That could be great ! It's a cool feature when using a bouncer which supports this (soju), for now, only senpai client supports chat history. What is DCC ?
