Describe the bug

Trying to set scope for Vkontakte oauth, but id do not change in request to my app (still 0)

Reproducing the bug

1. Open Network console / Authentification / Social Sign-In
2. Fill info for oauth and add scope
3. Save window
4. Save Auth
5. Login using oauth
6. Check browser url - it contain scope=0
