Describe the bug

In our cluster, we have issued a delete to the namespaces making up our project. Everything goes down properly except the Rule types. It seems the CRD is being deleted before the rules, which then get stuck.

Reproducing the bug

Add a load of oathkeeper rules for maester, then delete everything.
