HDF5 1.13 API Support

From a recent Spack report in https://github.com/spack/spack/pull/28212, it looks like the HDF5 1.13.0 release need some mitigation in ADIOS2 to be supported. This seems to be a problem for the deployment on Perlmutter (NERSC).
