Investigate Java bindings

From the meeting with @jayjaybillings and @smithRWORNL, here are the action items for moving forward on the integration of ADIOS with ICE. We need to talk with Jong about the current state of the Java bindings and to find an example BP file for use in testing them. The BP file;s contents aren't important, as we only need to test if we can successfully read/write to the format in Java.
