featureinfo overlay, content overflow (AGS_MAP/AGS_TILE)

Describe the bug When using AGS_MAP/AGS_TILE layers with lots of attributes/long attributes thats require scrolling, content overlaps lower edge of window.

To Reproduce Steps to reproduce the behavior:

  1. Use relsease 2.3.0 or "current" master (210318)
  2. Add AGS_MAP layer with an abundance of attribute information to config.
  3. Click feature to open popup.
  4. See content overlap lower edge of window.

Expected behavior Popup keeping content within window boundaries.

Additional context Only done testing on this issue with AGS_MAP/TILE and comparing to WFS. Dont know if other layertypes are effected.
