[FEATURE] Global Tagging for Stack Resources

Description
As a security measure, we want to ensure that all resources deployed by org-formation are protected and can only be modified by the org-formation role. To achieve this, we plan to tag all stacks with a specific tag and apply a Service Control Policy (SCP) to restrict access to resources associated with that tag.

Could you please add a feature that allows setting a global tag that will automatically be applied to all stack resources? This would simplify the process of securing resources and help enforce consistent policies across all deployments.
