I confirm, the files are encrypted using... hiera-eyaml or helm-secret. I forgot which one I used. kind of gave up and when for a bash script at this point.
I personally find this feature error prone. The configuration today lives in the helmsman.yaml file, defaulting to a master configuration may lead to unexpected behaviors. My 2c
