Allow minting a rune in a batch

We should probably allow minting a rune in batchfile, since why not, and it saves fees vs doing it separately.

geniidata and ord.io have supported bulk minting ( multiple mints in one utxo ) and saving sizable fees. ord should definitely support it. @casey @raphjaph
