Front page and /inscriptions moderation

It would be nice to have a way to prevent graphic content from being displayed on the front page. It hasn't been a problem so far, but could in the future, and right now requires manual intervention. Eventually, we'll probably have to stop the frontpage from showing all new inscriptions.

An idea is that you can set a height in the ord.yaml config file, and the server will not display inscriptions on the front page or /inscriptions above that height. Every day we review, hide graphic stuff, and update the height. I don't like this idea, since it's super heavy handed, but could be a good option if we get overwhelmed.
