feat(ci): add automated releases to ci

This PR adds automated releases, it will need to be pulled over the finish line by maintainers:

  • Confirm that the dry run works as expected
  • When satisfied, configure an NPM_TOKEN repository secret for automated releases
  • Remove the dry run param
