Loading of User Navigation Content (Bookmarks & Notifications) is janky

Bug Report

A user noticed that the notifications and bookmarks are loaded each time the user navigation is opened. It looks a bit janky as the layout readjusts based on the loading.

Expected Results

It would be much nicer if the contents of the nav didn't only load when it is opened but are actually preloaded. Possible Solutions

Don't have loaders for notifications and bookmarks in the popover component but feed them in via props from frame.
