OPI5B: buildroot toolchain support broken. Need to use system installed

Cannot build image with pure cloned sources. aarch 64 gcc 11.2 in tree seems broken. Kernel building is fails. workaround is use SKIP_EXTERNAL_TOOLCHAINS=yes and system aarch64 gcc 11.3
