Build Issue with Bionic 18.04

Hello. Good day.

I'm trying to build the OrangePI Bionic for OrangePI RK3399 and OrangePI 4B but I'm facing the error below everytime:

configure: Package 'orc-0.4', required by 'gstreamer-video-1.0', not found
configure: error: no gstreamer-video-1.0 >= 1.10.0 (yes) found
  configure failed

My build environment is Ubuntu Bionic 18.04 64 bits, with all updates. Can you please instruct on how to solve this build issue? Thank you.
