Considering the fact that Terra 1 to 1, and It's fork TerraPlusPlus both use CubicChunks to support "unlimited" heights, It's all dependent on the development of CubicChunks. Last time I checked on their Discord, the Fabric version for 1.17 is in development with the Forge version coming later.
