WIP: Domain spec now references Cluster resources

This is not even close to being done, but sharing as a draft PR so that @lennyphan has visibility.

I've started by changing DomainSpec to have a list of local references to Cluster resources rather than embedded schema and am now working through the cascading changes necessary to compile.

I've not yet started on the work to the webhook or made matching changes to the integration tests.
