Support Rules for Identity Domains

It would be nice if the SDK can manage rules for identity domains. Rules can then be used with policies. API Ref: https://docs.oracle.com/en/cloud/paas/iam-domains-rest-api/api-policy-rules.html

Once this is available in the SDK, it would be possible to manage rules in the terraform provider as well.
