Implement "--asap" argument for "certs-mgmt certificate schedule-deletion"

Certificates cannot be immediately deleted and the default for a scheduled deletion is one month from the current date. This change adds a --asap argument which schedules the deletion 7 days (plus 5 minutes) from now which is the soonest allowed deletion date.
