Cli option to skip cloning the repo

In scenarios where the user wants to run the checks that do not require the repository/commits, the option to skip cloning would speed up the pre-analysis steps.

We should be mindful about what would happen if user passes such argument but some checks that depend on repository information are included in the analysis.
