Packaging/Redistributing Graal CE with an application

I'm trying to find the answer to the following question: If I develop an app and distribute it as a standalone package, can I also distribute a Graal CE release with it so that users won't have to download and install Graal?

The same question is mentioned, but not answered in this previous issue.

All the subprojects listed under License here have licenses that seem to allow redistribution and I can see there are packages distributed by third parties and a docker image.

I appreciate things can get complicated when it comes to licenses but it would be great if Graal team could provide a clear answer. Graal offers a lot of exciting opportunities but in my line of work we're always expected to deliver a self contained unit of deployment and we would not like to go forward on the basis of 'everybody else does it'. :)
