What would you like to be added: With https://github.com/kubernetes-sigs/cluster-api/pull/8957, clusterctl can add plugins. We should investigate possibility to add a clusterctl plugin to download kubeconfig of an OKE cluster using a clusterctl plugin.

Why is this needed: To make OKE flow easier
