Use clean action for terraform-test

Factor out this working dir stuff and just use ./ https://github.com/oracle-quickstart/oci-quickstart/blob/dev_ben_lackey/actions/terraform-apply/entrypoint.sh#L12-L18

@benofben Is this still applicable? The links no longer work, probably because of all the refactoring that has been going on.
