Re-design Recoil's global state.

Optuna Dashboard adopts Recoil library for its state management. However, I'm actually not an expert frontend engineer. I'm not confident that existing design of Recoil's global state is well designed.

If you are experienced frontend engineer and have some ideas for improvements, please share that on this issue.

Also we may make the design of Recoil's global state simpler by introducing SWR.
