Describe the bug After changing the system language to Portugese, content in Revision and concept cards are seen in English

To Reproduce Steps to reproduce the behavior:

1. Go to Settings- Additional Settings- Language & Region- Add Brazil Portugese as system language
2. Restart the device
3. Login to Oppia
4. Open any topic- Addition and Subtraction
5. Select What is subtraction- Click on Concept card link
6. Similarly go to the Revision tab and open any card

Expected behavior Content should be translated to Portugese

So the app language is not in sync with the system language ? Is this happening only for portuguese or other languages too?

Just noting that this can't be fixed yet since we haven't translated those cards yet on Web.
