os-stunnel not starting / status incorrect on 24.7.1

Describe the bug After updating to 24.7.1 (from 24.1.10), the stunnel plugin is inconsistently reported running or not running, and has trouble starting. I'm comparing the "Services" dashboard widget, the status in the top-right of the "VPN > Stunnel" page, and the output of sockstat -l checking for listening on the correct ports.

To Reproduce

• On reboot: the dashboard widget says stunnel is running, the "VPN > Stunnel" page says stunnel is not running, and sockstat -l shows stunnel is listening on all configured ports. It appears the "VPN > Stunnel" page is wrong.
• Using the dashboard widget, stop stunnel. All three checks indicate stunnel is stopped.
• Using either the dashboard widget or the "VPN > Stunnel" page, attempt to restart stunnel. Stunnel will not start according to any of the three checks.

Expected behavior I would expect the dashboard widget and the "VPN > Stunnel" page to be consistent with each other and show the correct status, and be able to stop and restart stunnel.
