net/shadowsocks: tcp_and_udp mode

Problem description Tunneling udp traffic does not work when using the Shadowsocks plugin, only tcp.

Solution solution presented in pull request #3868:

  • Added ability to configure "mode" of Shadowsocks server via GUI
