www/icapeg: release v1.0.0
Kindly review our submission for the first release of ICAPeg.
ICAPeg is an Open Source implementation of ICAP (RFC 3507) server, designed to enable web proxies to utilize the function of API based services along with standalone executables and databases in order to provide content inspection and manipulation services.
We offer integrations with two services by default in this release:
- ClamAV - A free software, cross-platform antimalware toolkit able to detect many types of malware, including viruses.
- https://hashlookup.circl.lu/ - CIRCL hash lookup is a public API to lookup hash values against known database of files. Free to use service offered by The Computer Incident Response Center Luxembourg.

At the moment we are unable to spend the time to review this PR as it is quite substantial, if more people are willing to test and offer feedback on this one, things might change. Longterm the question is how (community) support would be organized to avoid future problems or having to remove the plugin if someone reports an issue and there will be no feedback.
As the code of the plugin is quite standard I can take this one, but we need the freebsd port in tools. No idea why this PR was closed

package will be available in 23.7 as 23.1.11 is EoL and already built due to be released later today.

Let me know If I can be of any help. @AdSchellevis Please let me know if there is a process to madness. I would love to help. Not sure how we can go about this, but I believe with the power of open source the community can help itself. Plus, the maintainer of course.
I will take care when package is there. No madness, usual behavior to close stale tickets when heading a major release :)
In the scope of icapeg there was no "madness" involved so far ;) The timing is a bit difficult at the moment and still lots of open requests and wish list items we may have to shift forward as well in other parts of the system.
