Live log had not worked until all items on the plain view filter were checked off

When troubleshooting an issue with LetsEncrypt, I enabled logging on the relevant rule and opened the live view. There were no new items appearing during the time when requests were sent to the web site. I went to plain view and saw the corresponding log entries there. Next, I dropped down the filter and clicked on Multi select. After a while, it toggled. Next, I checked off all entries in the list, as follows:
When I switched to the live view and ran Certbot again, log entries appeared in live view. Is it normal and expected that by default the filters on plain view are off, and no entries appear in live view? We did not have anything such, with the previous versions of the OS prior to 25: no action was needed for the live view to populate. Now, by default, the live view is empty with a static progress spinner in its middle, until the above action is taken.
