What are you trying to accomplish?

• nextcloud set_permission command should use the same interface as one drive equivalent

What approach did you choose and why?

• added unit tests (with VCR support)
• amended command interface
• adapted usage in sync service
• open TODO: add additional behaviour to both commands, how to react on unknown remote identities
