Improve Licensing
I created Windows installers for Selenium and downloaded the binary from the releases page on this repository and I'm installing it as is. The objective is to reduce the time it takes to create a Selenium grid.
The issue I'm having is that the license simply states that its ok to use the binary for testing purposes and do not state whether the binary could be redistributed, or what should be done when the repository is forked and changes are made.
Can the license be more explicit in these various use cases? Both the Apache and MIT licenses are more explicit.

Any news on this important point? Not being able to embedd the operadriver limits the use of it, since it requires users to do an extra step in their testing setup, which may likely lead to a removal of Opera from their testing chain.
we were also considering to embed opera driver in a binary package but without the proper license this is not possible and opera will not be on many testing chains. was this request lost or is this really taking so long to figure out?
