Install bundles outside of the warehouse from chat

It would be awesome if you could install / upgrade cog bundles from chat. Perhaps a syntax like this:

@cog bundle install https://raw.githubusercontent.com/cogcmd/format/master/config.yaml

[ohaiwalt]

This would resolve one of my largest annoyances with Cog, really like the idea
