Disabled identity still 'works' on startup

Steps to reproduce:

  • Turn on ZDEW
  • Disable an identity
  • confirm the identity services are not available
  • Turn off ZDEW
  • Turn on ZDEW
  • observe the identity SHOWS disabled (which is correct)
  • observe the services the identity provides ARE available (incorrect - the bug)
