Tags are regularly not configured / checked properly

Problem

We have many offliners which allow to set (additional) ZIM tags.

ZIM tags are expected to be a semi-colon separated list with no spaces.

We have two recipes (I will request to fix them) which have been configured improperly with a comma-separated list and spaces.

Proposition

I'm unsure how we should solve this. A simple first step is maybe to check there is no comma is tags field (it is not used anywhere so far) and that semi-colons are not surrounded by spaces. Ideally the UI would allow to set multiple values in multiple distinct text box, but we do not have a UI component to do this for now and it is probably not a negligible task.
